WorkHawaii Youth Program

Our Vision

The WorkHawaii Youth Program is designed to assist young adults achieve their educational and employment goals. If eligible, each participant will work with a case manager to create a plan for a successful future.


Brian Tulikihihifo

Case Manager

Meet Mr. Brian Tulikihihifo, better known by the participants and staff as Mr. B. He is a Case Manager who primarily provides overall support to the program and participants. He handles CASAS testing, connecting and following up with participants in and out of the program. Originally from Southern California, Mr. B’s parents are of Tongan decent and he is an alumni of class of 2001 Oregon State University! #GoBeavers. The WorkHawaii Youth Program is lucky to have Mr. B here and the 18 years of experience he brings working with the City and County of Honolulu.

Jazon Hidalgo

Case Manager

Meet Mr. Jazon Hidalgo better known as Mr. J around WHYP. He is a Case Manager who is responsible for overseeing Intake and Eligibility for the WorkHawaii Youth Program. He’s worked with Youth Services for the past 18 years. He grew up in Kalihi and graduated from W.R. Farrington High School. After graduating college in Oregon, he decided to move back from and honor his Alma Mater’s motto, “Enter to Learn, Go forth to Serve.”

Yvette Cudal

Case Manager

Meet Ms. Yvette Cudal. She serves as a Case Manager and the Life Skills, College and Career Development & Exploration Activities coordinator. She connects with community partners to provide participants with valuable information in financial literacy, entrepreneurial skills leadership skills through community service, team building and cultural enrichment activities. Ms. Yvette has found it interesting and unique being part of such a diverse group’s journey in navigating through the world today.

Nisa Tokunaga

Youth Services Center Manager

Roxsand Okuna

WorkHawaii Youth Program Supervisor

Meet Mrs. Roxsand Okuna. She serves as a supervisor for the WorkHawaii Youth Program. Not only does she assist the Youth Services Center Manager, along with a list of other duties and responsibilities. Roxsand is the initial point of contact for those who are interested in participating in YSC programs.

Gloria Spondike

GED Teacher/Case Manager

Gloria Spondike serves as Case Manager for the City & County of Honolulu, WorkHawaii Youth Program. As the lead teacher she primarily handles the educational component part of the GED curriculum. Gloria previously was a certified nurse’s aide who worked with senior citizens so that they could receive the care they need without having to go to a facility. Gloria began working with the WorkHawaii Youth Program in 2021 after graduation from University of Hawaii West Oahu with a B.A. in psychology

Whitney Robinson

GED Teacher/Case Manager
Whitney Robinson serves as a Case Manager for the City & County of Honolulu, WorkHawaii Youth Program where she primarily helps with teaching the GED curriculum. Whitney previously taught at the Hawaii Youth Challenge Academy where she found her passion to work with the youth of Hawaii. Prior to that, she served in the United States Army as a Logistics Specialist with tours to Fort Jackson, SC; Fort Lee, VA; Fort Sill, Oklahoma; Joint-Base Lewis McCord, WA; FOB Hammer, Iraq and Schofield Barracks, HI. Whitney began her career with the youth in 2018 after graduating from Hawaii Pacific University with a B.S. in Criminal Justice.
